Bakiyev said the appointment of Omurbek Babanov, one of the top businessmen in the country, was designed to "bring young blood" into the country's government.
"It is obvious that different approaches and steps are needed to solve the problems related to the country's development and we are pinning our hopes on young people with new thinking who can swiftly take adequate measures," the president said.
Babanov, 38, has not been active in politics since running the opposition Social Democratic party's campaign for the Kyrgyz parliamentary elections in 2007. In 2006, he organized a number of opposition rallies demanding constitutional reforms and the resignation of the government.
The Kyrgyz president also named Kadyrbek Sarbayev, 41, a former ambassador to China, as the country's foreign minister.
On Friday, Bakiyev dismissed a number of officials including First Deputy Prime Minister Iskenderbek Aidaraliyev and the head of the prime minister's administration Murat Ismailov. The reshuffle began in early January with the dismissals of presidential administration head Medet Sadyrkulov, Finance Minister Marat Sultanov and Foreign Minister Ednan Karabayev, among others.
The presidential press service said earlier the dismissals were "an ordinary reshuffle."
