The diplomat, who has been working in Belgrade since 2004, was stopped on Saturday at the Horgosh checkpoint on the border with Hungary with around 1,000 cigarette boxes in his BMW X5 SUV.
When police stopped the car, Ambassador Kuruma locked the vehicle and speaking through an open window said he refused to come out, citing his diplomatic immunity, the newspaper said.
The newspaper said that several months ago police discovered a group of smugglers who illegally brought cigarettes from Kosovo to Austria, via Serbia and Hungary. Several group members were found to have close links with the Guinean embassy in Belgrade.
"Even members of his [Kuruma's] family were sometimes with the driver of a car that was smuggling cigarettes," the paper said.
Serbia's interior ministry has held a special meeting on the issue, to discuss ways of preventing a possible diplomatic scandal.
