Volochkova lodged an appeal with the court on Wednesday after the local election commission banned her last Friday from taking part in the city's mayoral polls.
"Volochkova's appeal with the court should be turned down," Judge Vladislav Vlasenkov said, explaining that the ballet star had failed to submit the necessary package of documents for registration.
The city is set to receive billions of dollars in government funds as it prepares to host the 2014 Winter Olympics and the race to become mayor has attracted unprecedented attention, with several prominent politicians and businessmen campaigning.
Two of the high-profile candidates running for mayor include opposition politician Boris Nemtsov, and tycoon Alexander Lebedev, who recently bought London's Evening Standard newspaper.
The official candidate of the pro-Kremlin United Russia Party is Anatoly Pakhomov, currently the city's acting mayor.
The elections are due to be held on April 28.
