Levan Gachechiladze said opposition activists would occupy the cages as part of the opposition's peaceful protests against President Mikheil Saakashvili, which entered their fifth day on Monday.
A spokesman for the Georgian Conservative Party, Kakha Kukava, said the protests in front of the parliament building would be moved closer to Saakashvili's presidential residence if he did not step down.
"If he does not hear us from there, we will move closer," he said.
Saakashvili's opponents blame him for dragging the country into a war with Russia over South Ossetia last August, resulting in the permanent split from Georgia of the province, along with another rebel republic, Abkhazia. He also faces criticism for failure to carry out democratic reforms promised after the 2003 "Rose Revolution" that brought him to power.
