The monument depicts a man's hand resting on a female's left breast. The statue is similar to the one in the red-light district of Amsterdam that inspired the artist Maria Shuiga.
The statue was unveiled in a central park last summer, and shortly after it was vandalized. Local authorities called the damage an act of vandalism but said they had no plans to "move the statue."
"Everything has been cleaned and repainted and the nameplate has been replaced...when it gets warmer, we will plant flowers around it," a city spokesman said.
According to legend, the statue will bring men "family happiness" if they touch it. A plate on the plinth reads: "You touch it with your palm, there is no better way to increase a man's health and preserve youth forever."
