"We strongly condemn this bloodshed and express our condolences to the relatives of the victims and sympathy to the injured and their families," the ministry said in a statement on its web site.
The attacks began at 10:00 a.m. on Wednesday with six explosions in the space of 10 minutes near the Green Zone.
A vehicle exploded outside the Foreign Ministry, not far from the heavily-fortified Green Zone.
Another device exploded close to the Finance Ministry on a road leading into the city and close to a busy market.
Two mortars also landed in the Green Zone.
The assault on the city came a day before the Muslim holy month of Ramadan was due to begin and is the deadliest attack since U.S. troops withdrew from urban centers in June.
