Vladivostok is busy preparing for an Asian-Pacific Economic Cooperation (APEC) Forum, which will be held in the city in 2012. The choice of the venue was not accidental: Moscow regards Vladivostok and Primorye as Russia’s advance post, as the pad for incorporating Russia into the Asia-Pacific Region, and as a center of business, economic, political and cultural cooperation.
To prepare for the APEC-2012 Forum, the special federal program Development of the Far East and the Trans-Baikal Region was supplemented with a subprogram called Development of Vladivostok as a Center of International Cooperation in the APR.

The first blueprints for such a bridge over the Golden Horn Bay appeared at the end of the 19th century: The need for it was felt as early as that. The idea of building a bridge crossover was taken up again in the 1960s. But for various reasons, the project was never realized.

Construction of the bridge started in July 2008. Today, the city is eager for the time when residents of Vladivostok will see their age-old dream come true.

Other projects to be completed by the APEC summit include: a bridge across the Eastern Bosphorus Strait, a Novy–De-Friz–Sedanka–Patrokl highway, an approach road to international Knevichi Airport, and a network of roads on Russky Island.

The successful organization of the summit requires a massive construction program in the Far East. Prime Minister Vladimir Putin believes that it can be regarded as a major anti-crisis measure. He visited Vladivostok in October to inspect preparations for the APEC-2012 summit.
