Russian President Dmitry Medvedev said on Tuesday that a series of deadly blasts in Baghdad would fail to damage the development of democracy in Iraq.
"I'm convinced that such criminal actions will be unable to halt the political process advanced by your country on the path to the development of democracy," Medvedev said in a letter to his Iraqi counterpart, Jalal Talabani.
The Russian leader said he was "outraged by these heinous crimes" and expressed his condolences over the bombings.
Five car bombs exploded in the city earlier on Tuesday, killing at least 127 people and injuring almost 200.
