Russian Premier League side Krylya Sovetov owes its players and staff $7 million, the club's vice president said on its website.
"I need $7 million to pay wage arrears," Viktor Razveyev said. "We have paid 4.5 million, and now need to settle the issue of 7 million."
The Samara club almost went out of business in the close season and Razveyev said the debts were affecting the club's ability to attract players.
"Right now there are two people who are very interesting, but how can I get people's hopes up if I cannot solve the issue of debt?" he complained.
He said the club desperately needed a striker - "a creative player who can play that final ball."
The Samara side is the only team from outside Moscow to have been ever-present in the Premier League, but it currently lies third from bottom with eight points from 11 games. Only two teams have scored less than Krylya's eight goals and the 18 they have allowed is worse than everyone except Sibir, who have let in 20.
