Russian President Dmitry Medvedev on Monday arrived in the southern city of Rostov-on-Don for a Russia-EU summit.
On Monday evening, the Russian head of state will have an informal meeting with EU President Herman Van Rompuy and European Commission President Jose Manuel Barroso.
The summit on Tuesday will address a new comprehensive partnership pact to replace a treaty that expired in late 2007, but was automatically extended.
Russia-EU summits are held twice a year - once in Russia and once in the country holding the EU's rotating presidency.
The agenda will also include anti-crisis measures, energy security and climate change.
