Newly elected Japanese Prime Minister Naoto Kan decided to keep most of ministers, served in a previous government led by Yukio Hatoyama, the Kyodo news said.

So, Foreign Minister Katsuya Okada and Defense Minister Toshimi Kitazawa, are expected to retain in Kan's new cabinet, he plans to appoint on Tuesday.

The cabinet of ministers' was supposed to be formed on Friday, but only one appointment has so far been made: the post of general secretary has been offered to former National Strategy Minister Yoshito Sengoku.

Some other ministers, who served in Hatoyama's cabinet, will also serve and in Kan's new government.

On Friday, former Finance Minister Naoto Kan was made head of Japan's ruling Democratic Party and the country's 94th prime minister.

The Kyodo news also said since Kan was elected the party's head that its popularity has grown more than twice during this week.

He said his first priority was to regain the trust of the people.

The country's government resigned en masse on Friday.

The popularity of the former government, led by Yukio Hatoyama, has fallen drastically due to scandals with Japan's number two man, Ichiro Ozawa, after three of his current and former aides were charged with misappropriating funds.

Hatoyama said on Wednesday he wanted to step down as Japan's prime minister over his government's failure to fulfill election promises concerning the relocation of a U.S. military base in Okinawa.
