Russia should help Ukraine pay off the debt to RosUkrEnergo in an ongoing arbitration row, the managing director of the International Monetary Fund (IMF) said on Saturday.
"To be honest, both participants in this story might have contributed to resolving this problem," Dominique Strauss-Kahn told an international forum in the Ukrainian Black Sea resort of Yalta.
The Stockholm Arbitration Tribunal ruled in June that Ukraine's state-controlled company Naftogaz owes its former gas supply intermediary, Swiss-registered RosUkrEnergo, 11 billion cubic meters of gas, which the trader says was illegally confiscated in January 2009, as well as fines of 1.1 billion cubic meters.
Strauss-Kahn warned Ukraine against paying off the debt with money as it would threaten the country's fiscal balance.
