Moscow's new Mayor Sergey Sobyanin pledged to estimate the work of the city's officials basing upon regular through inspections.

"I will regularly come round the city and hold inspections; I will strike the balance every three and every six months," Sobyanin said in an interview to the Russia's First TV channel.

"Those officials who show... the worst quarter results will be punished and after considering the half year results quitted," Sobyanin said.

"This is knockout game as, unfortunately, nothing can be achieved with blandishment now," he added.

New timetable according to which Moscow's officials will have to start work at 8 a.m. will be officially introduced soon, Sobyanin said. The measure is aimed to tackle the city's traffic problems, he added.

The morning traffic rush hour will be "extended", as there are some 25,000 officials in Moscow. However, the mayor emphasized that the move would not be a comprehensive solution to the troubled traffic.

"The move will not bring cardinal changes. We will pursue this goal consistently, step by step."

On Thursday, Sobyanin put forward three strategies for solving Moscow's traffic problems: increasing the number of parking places, developing public transport, and road construction.

The chronic lack of parking places in Moscow means drivers are often forced to park on the edges and sidewalks of the already busy downtown roads, adding to the traffic chaos. A new 1,410-place car park is being built next to the capital's Belorussky railway station, where the traffic problems are particularly bad.

In a speech prior to his inauguration, Sobyanin identified solving the city's transport problems as a key issue on his agenda.
