Community members should observe the procedure of taking exams for driver's licenses, Russian Interior Minister Rashid Nurgaliyev said Wednesday.
"When an exam is taken for a driver's license, representatives of the public, for example, public councils under internal affairs organs, should absolutely be present," Nurgaliyev said.
"As a result, we will have an objective control over the process of receiving driver's licenses," he said.
Widespread corruption in Russia has resulted in numerous cases when people paid bribes to illegally obtain a driver's license instead of passing exams. Russia has implemented a nationwide police reform, and the rules are getting stricter, leaving fewer opportunities for earlier illegal activities.
