Chief Palestinian negotiator Saeb Erekat hit out on Sunday at U.S.'s proposal to freeze settlement construction in the West Bank.

The United States has offered Israel a package of incentives, including 20 F-35 stealth fighter jets in a $3 billion deal, in exchange for a 90-day moratorium on the construction in the West Bank but not in East Jerusalem, the Palestinians' would-be capital.

Washington is seeking to restart direct Israeli-Palestinian peace talks that stalled a few weeks after their resumption in September.

The exclusion of East Jerusalem angered the Palestinians.

"We reject this proposal," Erekat told Al Jazeera TV channel.

The Palestinians have said they will not to return to the dreadlocked talks without a full construction freeze.

"If the United States won't force Israel to halt settlement construction this month, our next step will be to ask the Americans to recognize a Palestinian state within the 1967 border," Erekat was quoted by Israel's Ynetnews service as saying during a recent visit to Morocco.
