The Russian swimmer won the sprint backstroke event in 22.93 seconds, lowering his meet record of 23.02 seconds set earlier in the meet.
China's Sun Xiaolei and Spain's Aschwin Wildeboer Faber tied for second with matching 23.13 seconds.
