Three Azerbaijani nationals and one Iranian were detained at Moscow's Vnukovo Airport with $14.5 million and 4 million euros on them, the Federal Customs Service said on Monday.
All four have been charged with smuggling and are facing up to five years in prison if convicted.
They were detained on Thursday carrying undeclared cash in suitcases and backpacks.
The origin or destination of the money was not immediately clear.
According to the FCS, the Vnukovo customs service has stopped 382 money smuggling attempts this year.
