Russian President Dmitry Medvedev on Thursday ordered to establish a modern canine service ensuring transportation security since "nobody can replace dogs."
The president criticized security at Moscow's Kievsky railway station after he made a surprise visit and noticed no policemen around.
"It is necessary to establish a modern canine service. Nobody can replace dogs," Medvedev said.
Transport security has been high on the president's agenda after last month's deadly terrorist attack on Moscow's Domodedovo Airport, which killed 36 and injured more than 100.
Medvedev was accompanied on his visit by the heads of the Federal Security Service (FSB), and the Interior Ministry, as well as Prosecutor General Yury Chaika.
The president ordered the FSB head to do everything possible to make law enforcers work. "They should work properly instead of hanging around and drinking tea," he said, adding that there will be significant reshuffles among transport officials.
"Unfortunately, even the most tragic incidents do not teach us anything, so if the state services' officials are unable to perceive information...we will have to make personnel decisions," the president said.
On January 27, the president visited Moscow's Okhotny Ryad subway station to have a look at new state-of-the-art security systems. At the first stage of the pilot project, 50 stations will be equipped with such devices.
