Libyan leader Muammar Gaddafi will address the nation shortly, national television announced on Tuesday.
Gaddafi is expected to speak on a central square in the country's capital, Tripoli, where thousands of his supporters have gathered.
Al Arabiya television said Gaddafi is expected to announce "major reforms."
