Police have detained a 30-year-old woman carrying explosives in a park in Moscow, a police source said on Wednesday.
The woman was detained on Tuesday in northwest Moscow, the spokesman said.
Later in the day, the woman said she had wanted to sell the explosives to fishermen, who traditionally use the material to haul in as much fish as possible by detonating it in water.
Police are investigating where the "manufactured" explosives seized from the woman were purchased, he added.
Criminal proceedings were opened against the woman on charges of illegal trafficking of explosives.
The incident comes after a man blew himself up with a grenade outside a supermarket in southeast Moscow on Saturday.
Russia saw one of its deadliest terrorist attacks on January 24, when a suicide bomber attacked Moscow's Domodedovo International Airport. The blast, which ripped through the international arrivals zone, killed 36 people and seriously injured dozens.
