Russian Prime Minister Vladimir Putin will hold a meeting on Thursday on coal industry safety.
Twenty-two accidents that killed 135 people occurred at coal mining enterprises in Russia in 2010.
The meeting will be attended by Deputy Prime Minister Igor Sechin, Energy Minister Sergei Shmatko, Health Minister Tatyana Golikova and other officials.
A total of 323 million metric tons of coal was produced in Russia in 2010.
