Freedom will triumph in turbulent Libya if the state authorities start negotiations with people, NATO Secretary General Anders Fogh Rasmussen said on Monday.

Rasmussen reiterated alliance's non-intervention stance on Libya. The Northern African state has been hit by the anti-governmental clashes since February 15. Inspired by recent revolutions in Tunisia and Egypt, Libyans are demanding an end to the Libyan leader Muammar Gaddafi's 42-year authoritarian rule.

"As a defensive alliance and a security organization, we thoroughly plan any possible scenario," Rasmussen said, adding that NATO stood firmly against a military intervention in the country.

The secretary general said all the possible alliance's actions would be held in a compliance with the UN Security Council's resolution, though he did not specify the details of the possible plans.

The UN Security Council adopted a resolution on February 26 on "targeted measures" against the current Libyan government. The sanctions include a total arms embargo, travel bans and freezing of accounts held by the country's leadership.

Rasmussen called on Libyan authorities to start negotiations with people and satisfy their legal demands.

"The freedom will triumph," Rasmussen added.
