Russia will not become involved in any military operations to stabilize the situation in Libya, but will comply with the relevant UN Security Council resolutions, President Dmitry Medvedev said on Wednesday.
"We operate on the premise that ongoing conflicts should be resolved peacefully, without the use of troops, and on the basis of international mediation," he said.
"In any event, Russia has no intention to participate in the military operations that are currently proceeding in this troubled region."
UN Security Council Resolution 1973, adopted on March 17, imposed a no-fly zone over Libya and authorized measures to protect civilians from Gaddafi forces. Russia abstained from the vote.
Mission command shifted from the United States to NATO on March 27.
Thousands have died in the conflict that broke out in Libya after Gaddafi loyalists violently suppressed anti-government protesters in mid-February.
