The funds of Russia's defense budget should not be spent abroad, Prime Minister Vladimir Putin said in his annual address to parliament on his government's performance on Wednesday.
"Certain technology and samples may probably be bought abroad, and even should be. But we have to realize that no one will sell us promising latest-generation armaments," Putin said.
"And we ourselves do not sell everything we have to the world market," he said.
"The defense budget funds should certainly not go abroad. They should mainly work in Russia, and nourish our industry and science, and create new, high-tech jobs," the premier said.
