At least 11 people were shot dead by police near Damascus on Wednesday, Al Arabiya News reported, citing rights groups.
According to eyewitness accounts, the shooting took place during a police raid near a checkpoint leading to Damascus.
No details were immediately available.
On Tuesday the leader of a local youth group opposing President Bashar Assad was killed in the same area.
Protests continue in the country with calls for Assad's resignation and political reform despite a law passed on Monday that allows the formation of political parties, reversing a ban on opposition groups since the ruling Baath party took power in 1963.
