Media reports of a leaked Russian document that "gives Federal Security Service (FSB) agents license to kill enemies of the state" are false, a senior source in Russian intelligence said on Wednesday.
According to the document, which was obtained by The Daily Telegraph, "the Russian secret service authorized the 'elimination' of individuals living overseas who were judged to be enemies of the state and ordered the creation of special units to conduct such operations."
"We monitor the British press," the Russian source said on condition of anonymity. "We analyzed the article [in The Daily Telegraph]. The document discussed in the article is fake, and a range of signs point to this."
