Putin and current President Dmitry Medvedev, often viewed as the junior partner in Russia’s ruling duo, backed one another to switch roles at a meeting with party leaders in September.
Medvedev, who head United Russia’s list of candidates in the elections, has vowed to deliver “great political projects” if the party keeps its parliamentary majority.
While Putin remains Russia’s most popular politician, his approval ratings have fallen steadily in recent months. A poll by the independent Levada Center in October gave Putin a net approval rating of 61 percent, down from 77 percent last year.
