Four of the sixteen teams in the Russian Premier League are now banned from signing players after the Russian Football Union slapped transfer embargoes on Amkar Perm and FC Rostov on Friday.
Amkar and Rostov join Tom Tomsk and Volga Nizhny Novgorod, which received embargoes in January. All the clubs involved have been punished for unpaid debts.
The Russian Football Union said in a statement that Rostov had not paid debts relating to striker Dragan Blatnyak, who is still at the club, and defender Anri Khagush, who spent 2011 on loan at Rostov from Rubin Kazan.
Amkar, whose bank accounts have been frozen by local courts because of an ongoing lawsuit, have not paid debts to agent Andrei Novgorodov and goalkeeper Vasily Khomutovsky, who left the club in December.
The Russian Football Union also added two extra cases to the existing charges against Tom, including one related to veteran South Korean international Kim Nam-Il.
Volga spokesman Sergei Kozyrev told RIA Novosti that the club intended to settle arrears with two former players next week so that the ban could be lifted.
Second-tier side Shinnik Yaroslavl were also censured Friday.
