Prime Minister Vladimir Putin on Monday criticized the implementation of some federal special programs over delays, underfunding and poor management.
“This [federal special program] is an effective tool only when it is effectively used,” he said.
Although some programs have already been officially approved, the work on them has not started yet, he said, referring, in particular, to the Baikal Zonal Development Program.
The fishing industry development program is another problem, Putin said, adding that more than one-quarter of funds provided under the program in 2011 were unused and had to be returned to the federal budget.
He also singled out the Defense Ministry for failing to provide consistent reports on the implementation of its housing program.
