* Ukraine and Germany are in talks on jailed former Ukrainian Prime Minister Yulia Tymoshenko treatment in one of Berlin clinics, Ukrainian media reported on Sunday, quoting German news agency DPA.

* The international group Friends of Syria recognized on Sunday the oppositional Syrian National Council as the “sole representative of the Syrian people.”

RUSSIA

* All 60 demonstrators detained by police on Saturday in central Moscow were released, a police source said.

* Police in Moscow made a number of arrests on Sunday as a planned opposition flashmob turned into a spontaneous demonstration at the gates of Red Square.

* An opposition nominee and a City Hall-affiliated candidate squared off on Sunday in the runoff to mayoral elections in the regional capital Yaroslavl, where observers reported widespread electoral violations.
