The town of Krymsk was worst hit, after heavy rains dumped as much as 30 centimeters of water on Friday night, the region's average rainfall for two months.
"Not all of the population was warned in due time," Emergencies Minister Vladimir Puchkov (in the photo) said. "Mistakes were made by local authorities and certain departments."
Prime Minister Dmitry Medvedev said that the federal government would allot some 3.8 billion rubles ($115.5 million) on compensation to victims and cleanup in the region.
Volunteers across Russia have started an aid drive to help those affected by the disaster.
