On July 17, Russian President Vladimir Putin met with UN special envoy Kofi Annan who arrived in Moscow in an attempt to persuade the Kremlin to support harsher measures against Syrian President Bashar al-Assad’s embattled regime.

On July 19, Mufti of Tatarstan Ildus Faizov, suffered a leg injury in the car bomb blast in Kazan. Earlier that day, Valiulla Yakupov, a high-ranking member of the spiritual directorate of the republic and head of its education department, was shot dead at his home.

The Russian government ruled to allocate extra 300 million rubles ($9.3 million) to help those affected by the deadly floods in South Russia.

On July 18, the Federation Council approved bills branding many NGOs “foreign agents,” criminalizing defamation of character and creating an internet blacklist. The upper chamber of the Russian parliament has also approved a visa deal with the United States and ratified child adoption treaties with France and the United States and Russia’s ascension to the World Trade Organization.

On July 17, Russia’s Soyuz TMA-05M spacecraft carrying the new crew docked with the International Space Station (ISS).
