Russia's Federal Migration Service (FMS) has fined the performers of the Chinese Emperor Circus over the lack of work permits, FMS officials said on Wednesday.

Russia's Federal Migration Service (FMS) has fined the performers of the Chinese Emperor Circus over the lack of work permits, FMS officials said on Wednesday.

“All of them have been registered in the Migration Service so they were legally staying in Russia, but they did not have work permits. The foreigners have been punished and the circus’s officials have paid the fine,” the migration official said.

According to the performance’s organizers, the artists who are touring in Moscow from July 11 to August 18, were fined because of the recent changes in Russian legislation which stipulate that they should have both a visa and a work permit in Russia.

Under the previous legislation, a visa was enough for an artist.

The Chinese Emperor Circus is famous for its World Guinness trick featuring a goat walking on a rope with a monkey on its back.
