MOSCOW, November 29 (RIA Novosti) - A former deputy head of a prison in Russia’s Rostov region and several prison guards are suspected of involvement in the beating of a convict, the Investigative Committee said on Thursday.
A criminal case has been opened against Vladimir Kobzar, former deputy head of Penitentiary No. 10 and four other prison officers, the committee said.
The statement comes after a six-minute video was posted on the Internet that shows several guards beating up a handcuffed inmate.
The regional administration for the enforcement of sentences said four suspects have been detained and police were looking for several others.
In the video a man serving a three-and-a-half year sentence for armed robbery is slapped in the face, hit on the back of his head and kicked by several prison officers.
The suspects are looking at up to 10 years in prison if convicted under the “abuse of office” statute.
