NOVO-OGARYOVO (Moscow Region), March 27 (RIA Novosti) - Russian President Vladimir Putin believes that a decision on amnesty in regard to capital being returned to the country should not be hasty and well thought out.
Earlier the speaker of the upper house of parliament, Valentina Matvienko, proposed amnesty to those who returned funds from off-shore holdings during a meeting with the president.
"You know that we have already done this, but there are problems, I won't go into this deeper, we need to sort out these issues. If we're going to do this, then it needs to be worked out very well," Putin said.
