MOSCOW, April 8 (RIA Novosti) – The new regime in Kiev is failing to unite the people of Ukraine amid a desperate need for orderly federalization, a German government consultant told the Voice of Russia radio station Tuesday.
“We see the self-appointed regime in Kiev doing anything but uniting the people, which means for me the hope for orderly federalization is dwindling,” Christoph Hoerstel said.
The German adviser did not exclude the creation of a federal government in Ukraine, but he worried that as the situation has begun to unravel “Kiev is just trying to stabilize its political goals at the expense of the Ukrainian people.”
Commenting on the risks of secession, he pointed out Russia’s crucial role in avoiding the possibility of “long years of trouble with armed forces in the area and a lot of bloodshed."
"I think that many people tacitly or openly even in Europe are hoping for spiffed Russian action on this as long as the people stand clear and we know what they want,” he explained.
Hoerstel warned of the looming threat of civil war between the pro-Russian eastern regions and those in the country’s pro-European west, saying that “we don’t want any such development taking place.” He said that the acting interim government is hardly the right government to put a happy ending to these troubles.
Russia has insisted that Ukrainian nationalists and their aggressive rhetoric bear full responsibility for the crisis in the country, which resulted in the reunification of Crimea with Russia last month.
Moscow said that a federal form of government is the only way out of the protracted political crisis in Ukraine, currently a unitary state which is de-facto split into a Ukrainian-speaking west and Russian-speaking east and south.
