“It is time for Russia to bring charges against the United States, as they connive at the use of prohibited weapons against the civilians [in the southeast of Ukraine],” Valery Shnyakin said.

According to Shnyakin, the European Union will only start an investigation into the Ukrainian Army’s usage of the prohibited weapons if the bombs explode on its territory.

“This may happen very soon,” Shnyakin added.

Shnyakin also said that the Ukrainian radicals may be planning terrorist attacks in Russia and the European Union.

Earlier on Wednesday, the eastern Ukrainian city of Horlivka’s militia leader, Ihor Bezler, said he can prove to the UN that the Ukrainian Army uses prohibited weapons. Bezler asserted that he can show the fragments of the cluster bombs used by the Ukrainian Army.

The usage of cluster munitions is prohibited under an international convention that was signed by 84 nations and came into force on August 2010.

According to the Investigative Committee of Russia, the Ukrainian Army used “the BM-21 Grad multiple rocket launcher, cluster warhead missiles, and other types of heavy armaments.”

Since April, more than 450 civilians have died in the special military operation launched by the Kiev government against independence supporters in eastern Ukraine.

Moscow has labeled the operation “punitive” and repeatedly urged Kiev to stop the bloodshed.
