Russia Moving to Permanent Winter Time From October 26

MOSCOW, July 22 (RIA Novosti) — Russian President Vladimir Putin on Tuesday signed into law the changing of Russia’s time zones to «permanent winter time» from October 26.
This October, Russians will turn their clocks back one hour and will not set them an hour ahead the following spring.
In 2011, then-President Dmitry Medvedev signed a law changing Russia’s clocks to permanent summer time. The initiative at that time was supported by 73 percent of Russians. In 2013 permanent summer time was supported only by 32 percent of Russians.
Moscow Time will be the basis for calculating the local time in all other time zones in Russia. All the time zones will be determined by law and not by government decrees as done previously.
The law expands the number of time zones from nine to 11. A new time zone one hour ahead of Moscow will be created for the Udmurtian Republic and Samara Region.
The time in Kemerovo Region will now be four hours ahead of Moscow instead of three. An 11th time zone is added, nine hours ahead of Moscow, for Kamchatka Territory and Chukotka Autonomous Area. Currently the time difference between Moscow and Kamchatka Territory is eight hours.
