ARKHANGELSK, September 19 (RIA Novosti) – The Russian delegation will supports the signing of an agreement to reduce emissions by all countries, regardless of their economic development at the upcoming UN Climate Summit in New York, Russian presidential climate change adviser Alexander Bedritsky told RIA Novosti on Friday.
“The agreement must involve all countries, regardless of their status and economic capabilities. Actions of only developed countries, as the experience of the implementation of the Kyoto Protocol demonstrated, can only slightly delay the process, but cannot have a crucial impact on reaching the agreed goals,” Bedritsky said at at conference in Arkhangelsk’s Northern (Arctic) Federal University.
According to Bedritsky, the European Union took a different view at the emission reduction targets as they are appointed from above for different countries according to their economic development and the impact on the climate by groups of countries.
“Most countries adhere, on the contrary, to the bottom-up approach. There is a potential of the country, its capabilities, good will of the people and the government to reduce the load, because it is a universal threat, so every country in the framework of the national peculiarities formulates its own objectives," Bedritsky said.
The daylong climate change summit is to be held in New York on September 23 within the framework of the UN General Assembly’s 69th session. The summit is organized by the UN secretary-general to accelerate the preparation of a new international agreement on joint action to reduce the burden on the climate system for the period after 2020.
