UNITED NATIONS, September 20 (RIA Novosti) - International counter-terrorism operation should be carried out either with the consent of sovereign states, or under the UN Security Council authorization, Russia's ambassador to the UN, Vitaly Churkin, said Friday.
The United States has previously suggested its strategy to counter the Islamic State (IS), which has airstrikes against Islamic State as one of the main provisions. The USA is already creating the coalition to fight IS.
"International counter-terrorism operation should be carried out either with the consent of sovereign states, or under the UN Security Council authorization. We view other options as illegal and undermining international and regional stability," Churkin announced on Friday at the meeting of the Security Council on the situation concerning Iraq.
Churkin emphasized that actions should be "highly cautious, with pondering over possible consequences for the countries of the region and civilians."
Prior to this, information on Britain's intentions to ask for the UN approval of the international military operation against the fighters of Islamic State in Iraq appeared in the media.
The UN Charter sets forth the principle of territorial integrity of any state. The UN Security Council maintains international peace and security on the part of all the members of the United Nations. Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action.
