MOSCOW, October 30 (RIA Novosti) – The Russian State Duma has proposed a bill to ban the use of children’s images in the advertising of goods and services which are not intended for them.
The bill says the use of children’s images reduces the critical perception of consumers, thus leading to their manipulation.
“At the moment, ads with images of children are used in banking sector, including credit services. Moreover, the advertising of financial services may be addressed to minors… In theory, one can use images of children in advertising cabaret. This can rise questions of ethics”, said Oleg Mikheev, the author of the bill and MP from “Fair Russia” Party.
Mikheev noted that the existing law on advertising does not contain a list of goods and services that are mainly intended for and consumed by minors.
According to Mikheev, the ban on the use of images of minors in advertising is not an issue about the interests of children themselves, but rather deals with the ethics of advertising.
