MOSCOW, October 30 (RIA Novosti) — Russia is continuing dialogue with US authorities to bring home a Russian teenager, who did not return from a student exchange trip to the United States after his US host family established guardianship, Russia's Deputy Prime Minister Olga Golodets said Thursday.
"No, he has not come back. It is a very difficult situation," Golodets said, answering a question, posed by RIA Novosti on whether Russia had finished negotiating with the United States on the issue.
Russia canceled its participation in the Future Leaders Exchange Program (FLEX) in September after a US host family established guardianship over a Russian teenager, who entered the United State via the program, breaching obligations on the children's return back to their home country.
The FLEX program has allowed more than 8,000 Russian students to travel to the United States free of charge over the last two decades, staying with host families and attending American high schools.
