The commission's report mainly focuses on providing durable and responsive constitutional settlement for the governance of Scotland, "delivering prosperity, a healthy economy, jobs, and social justice" and "strengthening the financial responsibility of the Scottish Parliament."
The Smith Commission was created in September 2014 amid the September 18 referendum on Scotland becoming an independent country. The majority of the population, 55.3 percent, decided that Scotland should remain part of the United Kingdom, with 44.7 percent voting for secession.
