Barack Obama announced a series of remarks on improving diplomatic relations between the United States and Cuba.

MOSCOW, December 17 (Sputnik) – US President Barack Obama delivered a speech on improving relations between the United States and Cuba, as the White House seeks to normalize full diplomatic relations with Cuba, by opening up an embassy and easing on travel and economic restrictions.

Obama said the US sanctions against Cuba had not been effective, and therefore, it was time for the US to re-establish diplomatic relations with the island nation.

"It [sanctions regime] has had little effect [on Cuba] beyond providing the Cuban government with the rational for restrictions on its people", Obama said.

Obama will engage Congress to lift the embargo on Cuba.

The decades-long US policy to isolate Cuba has had little effect and will be reviewed, including by re-establishing diplomatic ties and removing the country from the list of states supporting terrorism, the White House said Wednesday. - Sputnik International

"The embargo that’s been imposed for decades is now codified in legislation," Obama said. «As the changes unfold I look forward to engaging congress in an honest and serious debate about lifting the embargo."

The president said the US would open an embassy in Havana and cooperate with Cuba on areas of mutual interest.

"The United States will reestablish an embassy in Havana and high-ranking official will visit Cuba. Where we can advance shared interests — we will, on issues like health, migration, counterterrorism, drug-trafficking and disaster response," Obama said.

The US will welcome Cuba’s participation at the Summit of the Americas, Obama said.

"This April we are prepared to have Cuba join other nations of the hemisphere at the Summit of the Americas," Obama mentioned during his speech. "But we will insist that civil society joins us so citizens, not just leaders are shaping our future".

Cuba’s exclusion from the Summit of the America’s has been a sore point in US relations with Latin America. At the Sixth Summit of the Americas in 2012 Latin American leaders criticized US policy towards Cuba and demanded Cuba participate in 2015.

The two countries will cooperate on a number of financial matters. US institutions will be allowed to open accounts in Cuba and travelers from the US could use their credit and debit cards in Cuba.

The new policy outlined by Obama will increase amount of remittances that Cubans living in the US could send to their relatives in Cuba. The amount will increase to $2,000 per quarter from just $500, AFP said.

In the past, travel to Cuba was restricted. Only a handful of people, including journalists, academics, government officials and people with immediate family, had the opportunity to travel to Cuba under strict conditions. Under the new policy, the advance application will no longer be required. Besides, US citizens traveling to Cuba will be able to bring back up to $400 worth of goods, including $100 worth of tobacco and alcohol products, AFP said.
Obama promised to increase telecommunication in Cuba. The US will provide and authorize telecommunication devices. Telecom providers will be able to provide internet services.
The re-establishment of diplomatic relations between the two nations was accompanied by Cuba’s release of US prisoner Alan Gross and the swap of a US spy held in Cuba for three Cubans jailed in Florida. A US intelligence agent who was imprisoned for nearly 20 years was also released earlier today together with Gross.
The US had interests in Cuba ever since its official independence from Spain in 1902 and gradually gained a dominant position over the island's economy and politics. The majority of investment in the island, as well as Cuban exports and imports were controlled by the United States. During the Cuban Revolution in 1959, the island's new authorities, led by Fidel Castro, started to nationalize the US corporations' property, which led to the deterioration of relations between the two countries and subsequent ban on trade and travel to and from Cuba, introduced by the United States. At that time the Soviet Union was Cuba's main economic and political partner. After the collapse of the Soviet Union, the political elites of the United States and Cuba started to enjoy some convergence.
