Vice President Joe Biden, former US president Bill Clinton and his wife and potential 2016 Democrat presidential candidate, Hillary Rodham Clinton, were set to attend the service at 11:00 am local time (16:00 GMT) at St. Ignatius Loyola Church in Manhattan.
Cuomo, 82, died in his Manhattan home on January 1, hours after his son Governor Andrew Cuomo was inaugurated for a second term. He is best known for a 1984 speech in which he chided Republican President Ronald Reagan over wealth inequality in the US.
