The Justice Department is in the final steps of ending its investigation into the shooting death of unarmed black teenager Michael Brown and is set to clear former Ferguson police officer Darren Wilson of any civil rights charges.

It is not clear when the DoJ will release a report detailing its findings, but officials said Attorney General Eric Holder has plans to have it completed before he leaves office in the next couple of months, the New York Times reported. Federal prosecutors are at work on a legal memo that will recommend that civil rights charges not be brought against Wilson, the paper said.

A grand jury failed to indict Wilson, who is white, in November in the shooting death of 18-year-old Brown. The shooting and grand jury decision sparked days of demonstrations in Ferguson, some of which resulted in violent clashes with police.  Protests nationwide over police brutality and racial discrimination have continued into the new year, fueled by a different grand jury's decision announced in December not to indict a New York cop in the chokehold death of Eric Garner.

On Thursday, St. Louis County police released hundreds of photographs taken of looters in the hours following the announcement that Wilson would not be brought on charges. Residents have been asked to call the police if they recognize any of those caught on camera.

A state probe and an FBI investigation both found no evidence to support charges against Wilson in the August 2014 shooting.

A broader probe into allegations of discrimination and routine use of excessive force by the Ferguson Police Department remains ongoing.
