"An amendment again depriving the Russian delegation of the right to vote and to be represented in the governing bodies of the assembly, presidential committee and the standing committee, was passed by a one-vote margin – 35 [“yes” votes] against 34 [“no” votes]," Leonid Slutsky said.
Russia still has a chance to defend its position at the plenary session later on Wednesday, he said.
Earlier in the day, the head of Russia's delegation to PACE Alexei Pushkov stated that Russia would leave the organization if deprived of the right to vote. Pushkov named the right to vote a key demand of Moscow's delegation.
Earlier this week, an Austrian delegate to PACE, Stefan Schennach, put forward a draft resolution containing "politically symbolic" restrictions on Russia, reinstating its right to vote and participate in the governing bodies of PACE.
Russia was stripped of its voting credentials in 2014, following the reunification with Crimea and the internal crisis in Ukraine. Moscow's delegation walked out of PACE's spring session, and did not attend the summer session in protest.
