Xinhua cited an anonymous source from Libya's attorney general's office as saying that investigations have proved the crew members "were not involved in any hostile acts or movement affecting Libya's security."
A total of seven crew members of the plane, which was leased from the United Arab Emirates and reportedly carried humanitarian aid, was detained on November 14, 2014 after landing at Ghadames airport without permission.
Libya is currently facing its worst wave of violence since the beginning of the civil war prompted by the 2011 overthrow of long-standing leader Muammar Gaddafi. There are now two governments in the country. The group controlling the Libyan capital of Tripoli and adjacent western areas is not recognized internationally.
Government forces are also fighting numerous rebel groups, including ISIL-affiliated extremists.
