The Obama administration has been criticized for taking too long to act on global issues, such as the rise of Islamic State militant group, the Ukrainian crisis, cybersecurity and climate change, according to Foreign Policy.
The National Security Strategy is required by US law and determines the direction of White House policy, conveying it to lawmakers and the public.
The strategy will be presented by national security adviser Susan Rice at the Brookings Institution in Washington later on Friday.
The previous National Security Strategy was issued in 2010, which advocated building more effective partnerships with Russia, India and China in nuclear nonproliferation and to combat climate change, among other priorities.
