European Commission head Jean-Claude Juncker said "it's not the time for sanctions." Foreign policy chief Federica Mogherini also said that instead of new sanctions she wanted to see "positive ways in which the EU can contribute."
The document adopted in Minsk on Thursday calls upon the effective monitoring and verification of the ceasefire and the withdrawal of heavy weapons by the OSCE.
The document stipulates ceasefire at 12:00 a.m. local time on February 15 (February 14, 22:00 GMT), and the withdrawal of heavy weaponry from the existing contact line for the Ukrainian army, and from the line agreed on last September for the independence supporters.
"I think, honestly, as per the terms of European consensus, after the formation of agreements in Minsk now is not the time for sanctions," Juncker told reporters before the EU summit.
